This the way that most of the marriages in VA were written in that time.
I have some that go back to the time of the Kings of England.

HAYES WHO IS THE SON  OF JOHN HAYES. 6-15-1997 STARKY HAYES
DIED ABOUT 1802 ACCORDING TO HIS WIFE WILL IN KY.
 

Know all men these presents that we THO's VAUGHAN and LINCOLN
JEFFRIES are held firmly bound by our SOVERIGN LORD KING the
THIRD in the sum of fifty pounds current money of VIRGINIA to be
paid unto our said LORD KING his heirs and sucessors to that which
payment will and truly to be made WE bind our selves and each of us
and each of our heirs EXCORS and ADMINS jointly & severally firmly
by these present  ith our seal and dated this 12 th day of OCTOBER 1779.
The bonds of the above obligation is such that whereas there is marriage
--- be intended to be solemized between the above bound THO's VAUGHAN
and ANN SMITH. If therefor there be no lawful cause to obstruct the said
marriage then this obligation to be void or else to remain in full force.

RICHARD GREGORY are held and firmly bound unto his EXCELLENCY

COMMONWEALTH OF VIRGINIA in the just sum of one hundred and
fifty dollar to the which payment will & truly to be made to the said
GOVERNOR & his sucessors for the use of the commonwealth. We bind
our and each of our heirs EXCORS AND AMINISTRATORS JOINTLY
and severally firmly by these present Sealed with our seals and dated --
day of APRIL 1796. The conditions of the above obligation is such that
if there be no lawful cause to obstruct a marriage intended to be had and
solemized between the above WILLIAM VAUGHAN and ANNA LO
GREGORY then the above obligation to be void else to remain in full force
and virtue.

are held firmly bound unto JAMES MONROE ESQUIRE OR CHIEF
MAGISTRATE of the COMMONWEALTH OF VIRGINIA in the sum
of one hundred and fifty dollars to the which payment will and truly be
made to the said GOVERNOR and his sucessors for the use of the
commonwealth WE bind ourselves and each of ours heirs EXCORS and
ADMORS jointly and severally firmly by these present SEALED with our
seals and dated 3rd DAY OF Jan'y 1803 in this 29th year of the
commonwealth.  The condition of the above obligation is such that if
there be no lawful consent to obstruct a
marriage intended to be had & solemnized between the above bound
HENRY G. VAUGHAN and NANCY A. WADE then the above obligation
to be voided or else to remain in full force.

etc means that the marriage is the same in both bonds mentioned herein listed.

I read these marriage from a copy of copy of the orginals. Some of them very hard to read
since copies were dark and smeared.
